November 4, 2014, Canadian Finance Minister Joe Oliver reported that Visa Canada Corporation and MasterCard Canada, Inc. have presented discrete and individually negotiated suggestions to lower their net debit exchange for consumers to an APR of 1.50% over 5 years. Both Visa and MasterCard have undertaken to begin the implementation of the reduction by 30 April 2015 at the latest.

Retailers are likely to see a drop in exchange prices, but both Visa and MasterCard have undertaken to concentrate on the benefits for small retail groups and philanthropic organisations. Visas and MasterCard presented these suggestions in reaction to increased pressures from trade federations, consumers' groups and the competition office to the Treasury Department to govern the exchange rate of Canada's major online payment networks.

Initially, the suggestions have successfully avoided regulatory action. Minister of Finance explained that "the government has no need to adjust the exchange rate fixed by the payment cards network because of the optional proposals". Visa and MasterCard will be monitored by the Ministry of Finance to make sure that they meet their suggestions.

Finance Ministry anticipates that other major Canadian banks that could exercise dominant positions on the Canadian markets will make voluntary commitments to lower their exchange prices. Mr. Mack said that if the exchange cuts were not handed over to traders, the government could withdraw its approval of the proposed measures.

Therefore, the option of state intervention will remain if the proposed measures fail to reduce and maintain low consumer price levels. Both Visa and MasterCard have also indicated that their suggestions are subject to conditions. The MasterCard Group noted that its suggestion is built on the existing governance architecture and may need to adjust to changes in the sector.

Visas stated that it would repeal or modify its suggestion if it or its customers were thereby penalised. Visa and MasterCard both stressed that in order for the rebates to be effective, traders who have to transfer the exchange rebates to traders must do so. Visas stated that it supported an amended Code of Conduct for the credit and debit industry, which would impose at least the same amount as the exchange reduction on traders who have to lower their trader interest discounts.
