Economy, innovation and competences: Help for overindebted users

Free personal counselling from the Ministry of Economy, Innovation and Skills (BIS) for those facing debts has benefited more than expected, at slightly less than budgeted per capita costs, and is greatly appreciated by those who use it. "A lot of men are able to administer their debts, but for some the problem may seem insuperable.

If this is the case, they need good counsel, which they can rely on and which is available. The BIS personal counselling programme has proved its worth and assisted those who have used it. However, there is more than enough debt to meet the needs, and the Ministry needs to consider how more can be reached; and it needs to create a consistent regulatory environment for the implementation of the government's broader debt reduction policy.

Nevertheless, there is now more than enough evidence of excess capacities, and further efficiency gains could help more vulnerable groups, as the National Audit Office has pointed out.

The BIS also needs to work more closely with other parts of the administration working to tackle over-indebtedness and with professional guidance services. British consumer debts were 1,459 billion pounds in arrears in November 2009, and face-to-face credit accounted for 160 per cent of household incomes before taxes. In 2008, while many individuals successfully managed their debts, research by the Bank of England found that 11 percent of individuals had difficulties staying on top of their invoices and loan promises.

From the beginning of April 2006 until the end of September 2009, BIS's personal loan advisory service provided assistance to around 270,000 persons. A NAO poll found that 81 percent of those who got the consultation said they were helping, up from 69 percent for a paid expert and 59 percent for a banking consultant.

At a time of economic downturn, demands for assistance and consulting have outstripped capacities. The number of persons turning to consulting service bureaus increased by 28% between July 2008 and July 2009, and in some cases there is no available capability. One fourth of consulting firms either reject new customers or have a wait of over a months.

BIS's Schuldenberatungsprojekt is part of a government-wide policy to help people facing debts. NAO has also requested that the Ministry do more to review how guidance can be made more effective and to review the roles that all credit counsellors, as well as the individual sectors, could play in fulfilling the government's objectives for providing credit counselling.

Whilst most consumer are able to pay their own debts, some, especially in difficult financial periods, cannot and are overindebted. Overindebtedness is " when the consumer is not able to make credit promises from disposable incomes, taking into consideration minimum necessary expenditure," according to a study by the University of Nottingham on behalf of BIS. Concerned and at risk: This group is currently staying abreast, but is constantly fighting to fulfil its refunds (14% of our sample).

As an alternative, a text describing the trip of the customer and the amount of the indebtedness (Word - 24KB) is available. As there is no single country wide cross-sectional poll that assesses people's indebtedness in terms of solvency, it is hard to determine how much cash is needed to sustain a decent level of income as it will differ between different peoples according to a number of different factor.

There are, however, indications of the level of indebtedness and the number of customers who cancel debt: These are subdivided into both home loans and loans to households. Loan Condition Questionnaire surveys banks' and non-banks' creditors after the last three month and the next three month. Insolvency Service provides statistical information on bankruptcies and judicial settlements.

Specifically, individuals are asked about their property and debts in order to assess the property of individuals and householders. The FACS also asks how homes are progressing in financial terms and thus provides a view of the family' level of debts. National Audit Office conducted its own independent studies on over-indebtedness.

There is no provision of finance advisory from the National Auditing Office. The review covered working with National Debtline, Consumer Credit Counselling Service (CCCS) and Citizens Advice who may be able to help you if you are concerned about debts.
