In France there are a number of bar, debit as well as card schemes, but the most commonly used card is the Carte Bancaire (CB). This card is used on an inter-bank base and has become a commonly used concept for computer communication. It can also be used outside France in conjunction with Mastercard or Visa Card.
Today, the CB card is the default credit card and you can draw money wherever you see the CB symbol, or use it at the counters. All over France, where the CB emblem is shown, you can make withdrawals from automated teller machines (ATMs) with the CB emblem and there is no charge, whether it is an ATM of your own or not.
When withdrawing cash from cash dispensers outside the euro area, you incur an currency conversion charge. Your base CB credit card costs from approx. 45 per year, the higher version (Premier, Gold and Platinum) from approx. 125 up to several hundred Euro per year. Although most inhabitants can be reasonably supposed to receive a card, albeit with terms and condition, there is no automated right to a credit card.

This obligation consists in the fact that the Client must use the Card in accordance with the terms and condition applicable to its use and does not act in a negligent manner, e.g. by transmitting its safety data to the Cards. Those regulations shall be applicable to a client who is a subject of "phishing" if someone is an organization known to a third party, such as a financial institution or a fiscal agency, for ill-will.
